The expert team offers an ideal mixture of skills and experience in public administration reform, regional policy and planning, programme management, public service delivery and training. Ms Olga Broderick, Contract Director

Ms Olga Broderick has a Master’s Degree in Public Administration from the Maxwell School of Citizenship and Public Affairs in Syracuse University, USА the leading graduate school in public administration. As Director of GDSI, she has been responsible for the design and implementation of GDSI projects internationally for more than 15 years. As well as providing overall direction to teams of multi-disciplinary experts, she has many years of hands-on experience in carrying out long-term assignments in transition countries.

Ms Broderick has specifically worked in the area of regional development, public administration reform, economic development programming, training and capacity building, organizational development, managerial leadership enhancement, quality assurance, project results dissemination, etc.

She has worked in Russia, Azerbaijan, Moldova, Turkmenistan, Uzbekistan and Ukraine, and this wide experience in the region will be important in finding practical solutions to key project problems as they arise.

In addition to her work in the CIS, Ms Broderick has worked on numerous assignments to enhance the management practices in national, regional and local level administrations in pre-/post-accession and transition counties. For example, she successfully directed a multi-disciplinary team of experts responsible for improving the delivery of municipal services in Serbia and oversaw the preparation of industrial zone development strategies in the Czech Republic. More recently, she has provided technical direction to the preparation of Regional Operational Programmes in Turkey and worked on the National Strategic Reference Framework (National Development Plan) in Croatia. Ms Broderick has complemented that experience with various short-term consultancy assignments for public bodies and NGOs in the USA.

Ms Broderick is an experienced trainer having delivered over 50 specialised training programmes, both in organisational development areas and other fields, e.g. MIS for development projects, peer mentoring of young public officials, methodologies for recruitment of public servants and project planning.

Ms. Broderick is well-experienced in the management of EU funded projects, having successfully served as project director on over 20 long-term projects. As a Team Leader, she is fully conversant with the theory and practice of quality assurance, logical framework planning, HRM, team building and creative problem solving. One of her areas of expertise is outcomes measurement of development programmes.

Dr. Colm McClements, The Team Leader, Regional Policy Expert

Dr. Colm McClements over the last 25 years has worked as an adviser, trainer and facilitator with particular focus on governance and regional and local development. He is an experienced expert at policy, programme, strategy and project levels on issues related to human development in its broadest sense. He has also worked in the broader area of economic development.

Dr. McClements has an experience in working with international organisations, like EU, UNDP, GIZ, GOPA TA and etc., and partnerships across the Europe and the Balkans. He has extensive experience providing technical assistance, supporting policy dialogue and capacity and institutional development to central government administrations, regional and local authorities, as well as civil society.

Dr. Colm McClements over the last 25 years has worked as an adviser, trainer and facilitator with particular focus on governance and regional and local development. He is an experienced expert at policy, programme, strategy and project levels on issues related to human development in its broadest sense. He has also worked in the broader area of economic development.

He has excellent communication skills in English and French, a good knowledge of German and some Romanian. He is currently working in Kazakhstan and Brussels and recently worked in Greece, Czech Republic, Bulgaria, Serbia, Ukraine, Moldova, Romania and Albania.

Ms. Ginka Kapitanova has 25 years of management experience as an elected Mayor, the Chair of a regional municipal association and the Executive Director of a leading national NGO working for good governance policy change and assisting municipalities through the whole process of decentralization and EU integration in Bulgaria. She has served as a Senior Advisor to the National Ombudsman, the Local Government Committee in the National Parliament and donor organizations and demonstrated strong analytical and strategic planning abilities, political awareness and sensitivity, adaptivity to multicultural and multi-ethnic environment.

Ms. Kapitanova has proven ability to communicate and work effectively with donor agencies, national and local counterparts, elected and appointed officials, citizens groups and businesses. She has more than 13 years of experience working in countries in transition as senior expert in decentralization and local governance, local and regional development and inter-municipal cooperation.

Mr. Rekunov is an expert in training development and management. He studied history and pedagogy in the Baltic Federal University of Russia and political management in the University of Saskatoon (Canada). 

Over the last 15 years he was actively involved in development and managing of numerous education and training initiatives of different levels ranging from MBA\MPA programmes to compact customized professional enhancement courses.

As part of UNDP, EU, CIDA supported international initiatives he managed to train and to lead development teams to produce learner-centric, competence-based, interactive and experiential training programmes for a variety of target groups, including public servants, private sector managers, and leaders of NGOs.

Mr Eugene Stackpole, One-Stop Shop Expert

Mr Eugene Stackpole has over 20 years of information systems design and implementation experience in both the corporate and public sectors. In the corporate world he gained experience in the Legal and Funds Management industries.

He also spent 10 of those years working in developing and transitional economies in the areas of education, social protection, bio security, public finance and land management. Mr Stackpole’s first assignment was in Kazakhstan in 1996 on the World Bank Social Protection project, and he has since worked in Kyrgyzstan, Turkmenistan, the Pacific and South East Asia.

Mr Stackpole’s interests cover systems integrations combining web accessed middleware, geospatial technologies and databases.

Olzhas Suleimenov is an expert in event management and co-operation with governmental bodies; he holds the Bachelor’s degree in Translation and in Law. At present Mr Suleimenov is a graduate student at Kazakh-American Free University, the Master of Law Programme.

Mr Suleimenov has worked at the administration of East Kazakhstan oblast for more than 2.5 years, and he is well familiar with the legislative framework and the practical aspects of the state governance in the oblast. Due to his experience at the office of the Akim of East Kazakhstan oblast, Mr Suleimenov is well aware of the specific features of the region, prospects and priorities of its development, potential and participation of the civil society in the regional development processes.
