EU-funded Project and The Ministry National Economy hosted an Interregional forum on regional development and management practices

ASTANA – Upward of 140 representatives of Kazakhstan’s regions - governmental and non-governmental organizations - gathered for a one-day Interregional forum on regional development and management practices, which took place on June 10, 2016. The Forum was organized by the Ministry of National Economy of Kazakhstan (MNE) jointly with the EU-funded Kazakhstan Regional Development project (Project). The event promoted the exchange of good practices on regional development and the establishment of mutually beneficial contacts between the regions.

Forum participants discussed ideas and shared experiences in the development and implementation of policies on regional development and interregional cooperation. In the morning sessions of the Forum representatives of administrations of Mangystau, Kyzylorda and East Kazakhstan – where the EU Regional Development Project has been working for nearly four years - shared their experiences of working towards the development of regional tourism, local self-government, regional results-based budgeting, regional approaches to innovation development, as well as the public services process improvement.

 In the second part of the Forum, representatives of the Ministry of National Economy and the Project experts held consultations and shared with the participants the recommendations on interregional cooperation. Participants were then able to discuss the opportunities and identify issues for further interregional cooperation with potential partners from other regions in a series of four parallel workshops. It is hoped these linkages can be consolidated into full interregional cooperation projects.

Speaking about this part of the Forum, EU Project Team Leader, Dr. Colm McClements explained: “In a country the size of Kazakhstan, it is necessary to develop cooperative linkages between regions. This is important for economic and business reasons but also in order to develop joint solutions to shared challenges. All regional administrations face the similar challenges to become more efficient, deliver better services to citizens and diversify their regional economies. By working together they can exchange ideas, undertake joint plans and initiatives. This is what we do across the European Union. This Forum gives an opportunity to initiate these forms of cooperation between Kazakhstan regions.”

The participants of the Forum included representatives of the Ministry of National Economy of Kazakhstan, the Ministry of Investment and Development of Kazakhstan, the European Union Delegation to Kazakhstan, as well as the representatives of Institute of Economic Research and Academy of Public Administration under the President of Kazakhstan. Representatives of 14 regional administrations as well as representatives of Astana and Almaty cities, experts of the Kazakhstan Regional Development project and other interested organizations attended at the Forum. The Forum brought together stakeholders from different regions of the country. This contributed to a fruitful exchange of information, the identification of a number of concrete initiatives of cooperation between regions. 

Interregional forum on Regional Development and Management Practices is delivered within the Kazakhstan Regional Development project. The project is funded by the European Union and implemented by a consortium led by GDSI Limited, Ireland. Total budget of the four-year-project (2013-2017) is EUR 6,288,000.
